WHO NEEDS SCIENCE? CERTAINLY NOT TRUMP'S EPA.

The Environmental Protection Agency (EPA) was created in 1970 with the mandate to enforce national environmental protection standards, and to conduct research on pollution in order to strengthen environmental protection and guide policy-making.

To coordinate these efforts, the EPA created the Office of Science Advisor. Here's how the EPA's website describes the Science Advisor's role as of 9/28/18:

The Science Advisor works across the Agency to ensure that the highest quality science is better integrated into the Agency's policies and decisions. In this capacity, the Science Advisor leads the OSA and chairs the Agency's Science and Technology Policy Council which reviews selected science issues that have implications across program and regional offices. The mission of the OSA is to provide leadership and serve as an honest broker for cross-Agency science, science policy, and technology issues.

But not for long. The EPA is planning to delete the Office of Science Advisor, ostensibly to "eliminate redundancies" and "combine offices with similar functions." The scientist who has filled the post since 1981, Dr. Jennifer Orme-Zavaleta, is an expert on the effects of chemicals and other risk factors on human and environmental health. Apparently, her expertise is no longer needed at the EPA.

Neither is that of Dr. Ruth Etzel, the head of the Office of Chilren's Health. Dr. Etzel, a specialist in children's diseases and a strong advocate for protecting children from pollutants, was placed on administrative leave, stripped of her ID, email and access to the building, and sent packing.

It's more evidence, if needed, that Trump's EPA, currently headed by Andrew Wheeler, a lawyer and former coal lobbyist, is not all that interested in the kind of inconvenient facts once provided by Drs. Etzel and Orme-Zavaleta. Protecting people and the environment has been pushed to the rear, while deregulating polluting industries has been ushered to the front. The new EPA can now freely focus on Trump's promise to advance the cause of "beautiful, clean coal."*

* That beautiful clean coal produces lots of toxic waste, including neurotoxic mercury. Now the EPA is going to make it easier for polluters to put that into the air you and your children breathe, and the water you drink.

Not to mention radiation. If you believe that a little ionizing radiation is good for you, then today's EPA is the place for you, as they also work to justify reducing radiation protection rules.

And you can now include particulates and ozone; the advisory boards dealing with both of these pollutants are being gutted or disbanded.

This just in (11/4/18): The EPA's website will no longer discuss climate change. I guess that for Trump's EPA, climate has nothing to do with protecting the environment.

TRANSLATE CLIMATE SCIENCE INTO ACTION? NOT WHILE TRUMP'S IN THE WHITE HOUSE

The researchers who leaked the National Climate Assessment in early August did so out of fear that the Trump administration would censor or simply refuse to publish the report--the product of years of work by 13 federal agencies.

Trump has already proved them right by shutting down the advisory committee charged with evaluating and translating the assessment's scientific findings into action.

It's not as though action on climate change isn't urgently needed--the assessment found that temperatures are rising rapidly, especially in the western US and the northern Great Plains; the Atlantic seaboard can expect more destructive hurricanes; California can expect more droughts; the Northeast can expect more deluges and floods; coastal cities will suffer more flooding as sea levels rise; and the risk of irreversible climate tipping points is growing.

With Trump in the White House (or at Mar-a-Lago), and Scott Pruitt in charge of the EPA, the US will not just be ignoring climate change, it will be moving full speed in reverse.

THE BASIC PHYSICS BEHIND GLOBAL WARMING AND CLIMATE CHANGE HAS BEEN KNOWN FOR MORE THAN A CENTURY

Just a quick link to a great piece by engineering professor John Abraham entitled, "150 Years Ago, Scientists Understood the Climate Better than the EPA Head Does Today."

It's worth reading the whole article, in which Abraham vividly reminds us that climate-change deniers such as Scott Pruitt, the current head of the EPA, are basically living in the 1800s, at least as far as their acceptance of the basic science of Earth's radiation balance, the greenhouse effect of atmospheric carbon dioxide and water vapor, and the impact of increased greenhouse gases on Earth's climate, all of which were well known before the turn of the century on New Year's Eve, 1899!

GREAT SCOT! IN MARCH, WIND POWER ALONE EXCEEDED THE NEEDS OF EVERY HOME IN SCOTLAND

While the U.S. government remains mired in climate-change denial, and hopes to boost employment by deregulating the moribund coal-mining industry, other countries are forging into the future by boosting their alternative-energy infrastructure.

One such success story is Scotland, part of the United Kingdom and home to 5.3 million people. In March, their rapidly growing wind farms generated more than 1.2 million megawatt-hours of electricity, enough to power all 2.4 million Scottish households with plenty of energy left over. At a current value of around 100 British Pounds ($123 dollars) per megawatt hour, that wind-produced, carbon-free power was worth about $150 million dollars.

It's well known that the alternative energy industry produces a lot of jobs, so it's not surprising that the wind power industry has put thousands of Scots to work, along with millions worldwide.

It's also striking how quickly a country can increase its capacity to generate alternative energy. The figures for March, 2017 in Scotland represent an 81% increase over March of 2016.

Lang Banks, the director of WWF in Scotland, summarizes:

“As well as helping to power our homes and businesses, wind power supports thousands of jobs and continues to play an important role in Scotland’s efforts to address global climate change by avoiding millions of tonnes of carbon emissions every year.”

So let me get this straight. An entire country can generate all the power it needs, at a competitive price, put a lot of people to work, maintain a very high standard of living and help protect all of us from climate disruption.  Sounds like a win-win solution to me.

At the same time, our current leader doesn't like the way wind turbines look, has put a climate-change denier, Scott Pruitt, in charge of the EPA, and another one, Rick Perry, in charge of the Department of Energy. While other countries are rapidly advancing towards what seems to be an inevitable and highly desirable clean-energy future, we seem to be retreating into a coal-and-oil fueled past.

HOW TO PAY FOR TRUMP'S $54 BILLION DEFENSE SPENDING INCREASE--A MODEST PROPOSAL

On Monday, February 27, President Trump announced his new "public safety and national security" budget. The centerpiece is a $54 billion raise for the military, to be paid for by an equal package of cuts to social, educational, environmental, health and other "non-essential" government programs. The Environmental Protection Agency and the Department of State reportedly are first in line at the chopping block.

Unfortunately, $54 billion in cuts to those programs will do some serious damage. As quoted in the NYT article cited above, longtime Republican budget specialist Bill Hoagland comments "I don't know how you take $54 billion out without wholesale taking out entire departments."

In other words, boosting our safety and security by pumping up our military muscle will inflict a lot of pain on school children and their teachers, workers, poor people, disabled people, the unemployed, and those of us who have gotten used to clean air and water, safe food and drugs, and a functioning federal government.

However, there's a simple way to come up with $54 billion, and one that will only impact fewer than two dozen people rather than hundreds of millions of us. Why not ask Trump, his cabinet members, and his billionaire backers to help out?

A few minutes of online research shows that Trump and his cabinet are worth around $13 billion. If we add in just the top dozen Trump supporters--billionaires like the Koch brothers, Robert Mercer, Peter Thiel and Sheldon Adelson, all of whom pumped a lot of cash into his campaign--we find that they're worth around $163 billion. So Trump, his cabinet, and twelve of his biggest backers have a combined worth of $176 billion.

Given their obvious patriotism, and the fervent support for Trump demonstrated by their generous contributions to his election, I'm sure that these munificent ladies and gentlemen would be happy to contribute, say, 30% of their net worth to pay for the bigger and better armed forces we so urgently need. That would neatly cover the $54 billion Trump has earmarked, and, remarkably, all of those noble donors would still be incredibly rich.

Nor will their generosity go unrewarded if Trump's proposed tax cuts become law. According to Forbes, the wealthiest one-tenth of one percent of the population will receive 24 percent of the $6.2 trillion in tax cuts, or just under $1.5 trillion, and will see their after-tax income increase by 14.2 percent. With that $1.5 trillion pie to divide up, I'm guessing it would not be long before those generous billionaires will be even richer than before. Talk about a win-win solution!

Ladies and gentlemen of the billionaire class, please consider this an open invitation, not just to Trump, his cabinet and his top dozen supporters, but to all 540 U.S. billionaires. With your combined worth of $2.4 trillion, just think of what you can accomplish.

Who will be the first to step up? Bill, Warren, Jeff, Mark, Larry, Michael, Charles, David, Larry, Jim, Alice, Sheldon . . .?
